Well this isn't as bad as some of the other crap. They practically hand Tracphones out to people now anyway and they only get 68 minutes a month free. Good for emergencies but they have to pay for the rest. So it's not as bad as it originally sounded. They should still get off their ass and get a job but there are greater injustices than this in the welfare program.
